I have been unable to play RS2 Vietnam lately due to "content file locked". I have deleted and reinstalled, verified, turned off antivirus and firewall.
Has anyone else had this?
5 steps to fix "content file locked".

Restart your computer and relaunch Steam.
Head over to the library section and right click on the game which is giving you problems.
Click on its properties and select the local files tab.
Click the verify integrity of game files button and Steam will verify that game in a few minutes.
Go to the fridge and get beer this will also take a few minutes.
ALL SO c0rt3x try this my firewall was fucking me up to.

yeah have done all that several times(including getting the beer from the fridge!). I guess it wont hurt to try again

two more suggestions:

sounds like windows is auto-locking files that need to be edited by steam of the game.

when you uninstalled did you delete all your files manually aswell? it might be worth a try to manually delete all your game files and the rs2 folder in mygames (though this will mean all your custom maps will need to dl again and you might lose some player level data).

two more suggestions:

1. put steam and the game files on a drive other than C drive.

2. navigate to the steam executable -> properties -> compatibility mode -> run as administator - this is necessary for the RS2 sdk and frontend to function on my pc...
yep I manually deledted themI have a dedicated 500 gb steam SSD, I totally removed every trace of it 11 times.
The wierd thing was it would automaticly re install itself when ever I restarted the computer.
So after the 11 try it runs again, however it still says there are constant workshop updates.

so I think that the issue was caused when steam updated and I have my games on a separate SSD as the exact thing happened to my laptop, it to has seperate ssd for games.
Hmmm. Haven't faced this at all, and I am running games via dedicated SSD as well.
